I'm looking for an accounting package that is VFP 3.0/5.0 based and provides source code.

I've found IAS Visual ADVANCE but it doesn't have a payroll function. I've also found Visual AccountMate but on top of the expensive prices for each module they expect $750 per five additional users and they do not provide the source code to their "System Manager."
